Historical Overview

Asbestos arrived in the United Kingdom in the 1870s during the Industrial Revolution, marketed as a "wonder mineral" for its exceptional fireproofing and insulation properties. Initially processed manually, production was rapidly mechanized with steam engines, leading to widespread industrial adoption.

By 1914, over 60 manufacturers operated in Scotland alone, particularly centered in Glasgow, where companies like the Scottish Asbestos Company processed materials imported from Quebec, Canada. The UK heavily imported from South African mines, which scaled up dramatically in the 1940s-1950s into large deep-shaft operations extracting all three main types.

Global production surged from 30,000 tons in 1900 to 5 million tons by 1977, with UK factories employing thousands, including women and children. The material found extensive use in shipbuilding, construction, insulation, textiles, and industrial applications.

Types of Asbestos

Chrysotile (White)

Group: Serpentine

Fibre Type: Curly, flexible

Usage: ~90% of all asbestos materials

UK Ban: August 24, 1999

Most common type in UK buildings. Used extensively in asbestos cement products, roofing sheets, floor tiles, textured coatings (Artex), pipe insulation, and water tanks.

Amosite (Brown)

Group: Amphibole

Fibre Type: Straight, needle-like

Hazard: Second most dangerous

UK Ban: 1985

Stronger and more heat-resistant than chrysotile. Commonly found in insulation boards, ceiling tiles, thermal insulation, pipe lagging, and sprayed coatings. More friable than white asbestos.

Crocidolite (Blue)

Group: Amphibole

Fibre Type: Very thin, needle-like

Hazard: Most dangerous type

UK Ban: 1985

Most hazardous due to thin fibres that penetrate deep into lungs. Used in pipe insulation, sprayed coatings, steam engine linings, and high-heat applications. Primarily sourced from South African mines.

Note: Less common amphibole types including tremolite, anthophyllite, and actinolite also appear in some UK construction materials and insulation products, particularly as contaminants in other minerals.

Buildings at Risk: Any property constructed or refurbished before 2000 may contain asbestos materials. Buildings from the 1950s-1980s have the highest likelihood of ACM presence, particularly in roofs, insulation, and structural elements.

UK Asbestos Legislation Timeline

1931

Asbestos Industry Regulations

First dedicated asbestos laws following the Merewether and Price report linking high exposure to asbestosis. Mandated dust control in factories via ventilation systems, though many industries including insulation and shipbuilding remained excluded.

1969

Asbestos Regulations (Factories Act)

Extended protective measures to all industries handling asbestos, implementing dust level controls across sectors previously unregulated. Represented significant expansion of worker protection despite continued industry influence.

1983

Asbestos Licensing Regulations

Introduced mandatory HSE licensing for contractors handling asbestos insulation and coatings. Required formal training, registration, and adherence to strict working methods for high-risk asbestos work.

1985

Asbestos Prohibition Regulations

Banned blue (crocidolite) and brown (amosite) asbestos. Prohibited production, import, spraying, and use of these most dangerous amphibole types. Marked first major prohibition of asbestos varieties in the UK.

1992

Control of Asbestos at Work Regulations

Set stricter exposure limits for chrysotile (white asbestos), mandated 40-year health record retention, and required comprehensive risk assessments before any work involving asbestos. Extended prohibition to additional amphibole types.

1999

Asbestos (Prohibitions) (Amendment) Regulations

Effective August 24, 1999: Comprehensive ban on the import, supply, sale, and use of nearly all asbestos-containing materials, including chrysotile (white asbestos). Final exceptions for automotive components phased out shortly after. This marked the UK's complete asbestos prohibition.

75 years elapsed between the first recorded UK asbestos death (1924) and full prohibition (1999).

2012

Control of Asbestos Regulations 2012 (CAR 2012)

Consolidated and updated previous regulations. Focuses on management of existing asbestos in buildings through the "Duty to Manage" (Regulation 4). Requires surveys, risk assessments, asbestos registers, licensed removal for high-risk work, and ongoing monitoring. Remains the primary legislation governing asbestos management in the UK today.

Health Risks & Why Asbestos Was Banned

When asbestos materials are disturbed, microscopic fibres become airborne and can be inhaled deep into the lungs. These fibres cannot be broken down or expelled by the body, leading to serious, often fatal diseases:

  • Mesothelioma: Aggressive cancer of the lung and abdominal linings, almost exclusively caused by asbestos exposure. Typically fatal within 12-18 months of diagnosis.
  • Asbestosis: Progressive scarring of lung tissue causing breathing difficulties, reduced oxygen capacity, and eventual respiratory failure.
  • Lung Cancer: Significantly increased risk, particularly in smokers exposed to asbestos fibres.
  • Pleural Thickening: Scarring and inflammation of the lung lining, restricting lung expansion.

Latency Period: Asbestos-related diseases typically develop 15-60 years after initial exposure, meaning many individuals exposed during peak UK usage (1950s-1980s) are only now presenting symptoms. The UK continues to record approximately 5,000 asbestos-related deaths annually.

Current UK Requirements

Duty to Manage (Regulation 4)

Dutyholders of non-domestic premises must:

  • Identify location and condition of ACMs
  • Presume materials contain asbestos unless proven otherwise
  • Make and keep an up-to-date asbestos register
  • Assess risk of exposure from ACMs
  • Prepare and implement an asbestos management plan
  • Provide information to anyone who might disturb ACMs
  • Review and monitor condition regularly

Survey Requirements

Properties require appropriate surveys:

  • Management Survey: Standard survey for occupied buildings to locate ACMs that could be disturbed during normal activities
  • Refurbishment & Demolition Survey: Fully intrusive survey required before any structural work, accessing all areas including voids and cavities
  • Re-inspection Surveys: Periodic monitoring (typically 6-12 months) to assess condition changes
  • UKAS Laboratory Analysis: All samples must be analyzed by accredited laboratories using polarised light microscopy (PLM)
