Asbestos Management Plans

An asbestos management plan is a legal requirement for every dutyholder responsible for non-domestic premises where asbestos-containing materials have been identified. Under Regulation 4 of the Control of Asbestos Regulations 2012, the plan must document how ACMs will be managed, monitored, and communicated to all relevant parties.

Risk-Based Action Plans: Each management plan is built around the findings of your asbestos management survey, with ACMs prioritised by their Material and Priority Assessment risk scores. High-risk materials are flagged for immediate action, medium-risk items scheduled for monitoring, and low-risk ACMs documented for awareness. Every action is assigned a responsible person and target completion date.

Roles and Responsibilities: The plan clearly defines who is responsible for each aspect of asbestos management — from the dutyholder and building manager to maintenance staff and external contractors. This ensures accountability and prevents the common failure of asbestos management: unclear ownership of compliance responsibilities.

Emergency Procedures: Comprehensive procedures for responding to accidental disturbance, fibre release, or damage to ACMs are documented, including immediate isolation protocols, who to contact, decontamination procedures, and notification requirements. Staff are equipped with clear, step-by-step instructions for emergency situations.

Communication Protocols: The plan establishes how asbestos information is communicated to contractors before they undertake work, how permit-to-work systems operate, and how building occupants are informed. This is critical for preventing accidental disturbance — the single most common cause of asbestos exposure incidents.

Monitoring and Review: A schedule for re-inspections, plan reviews, and register updates is established, ensuring the management plan remains a living document that reflects current building conditions. We recommend annual reviews as a minimum, with immediate updates following any remediation works or significant changes.
